In case of a solid conductor or solid conducting shell whole charge resides at the surface. 

for example if a charge of +q given to solid conductor then the whole charge gets uniformly distributed over the surface area.

this is because it's a property of the conductor.

(a) Inside the space of solid conductor electric field is zero. when a negative charge brought near its surface, equal amount of positive and negative charge induces in conductor which cancal out the effect of external electric field.

so removing part does not affect the electric field. It still remain zero inside solid surface.
