Given :  Wingspan of the Wright Brothers model ( call it old ws )= 9.8 m

We need to scale the model in such a way that the new wingspan ( call it new ws) lies between 15 cm to 18 cm 

So , it is better to convert old ws  into centimetres  ( simply multiply 9.8 X 100) 

therefore old ws ( in cm) = 980 cm

As new ws should lie between 15 cm to 18 cm , option B and option C are incorrect as they will increase the wing span further where as we need to reduce it .
