A bond is said to be polar, if the bond is between two atoms having significant difference in electronegativity. 

If two atoms have significant difference in electronegativity, then the electronegative atom will attract the bonding electron pairs towards itself, and will gain a partial negative charge and the other atom gains partial positive charge. Hence a dipole is generated.
