According to ideal gas law,

PV = nRT

where P = pressure

V = volume

n = moles

R = gas constant

T = temperature in K = T in °C + 273

Since the balloon is a close system => the moles of gas inside the balloon will be constant 

Hence we can say PV/T = nR = constant
