According to Bronsted Lowry theory, 

Acid is the proton donor and Base is the proton acceptor

The conjugate pair of acid-base is differ by proton (H+ ion).

If the acid is strong, its conjugate base will be weak and vice-versa


We know that

the strength of the acid is measured by its Ka value.

Larger the Ka value, stronger is the acid.

We know that 

pKa = -logKa. 

If Ka is larger, pKa will be smaller.


that is lower the pKa, stronger is the acid and weaker is its conjugate base.

Hence for the strongest base, the pKa value of the conjugate acid should be larger.
