2 Sample design and survey weights Sample design The online sample for the 2021 Canadian Election Study was composed of a two-wave panel with a modified rolling-cross section during the campaign period and a post-election recontact wave. Sample design of Campaign Period Survey (CPS) We procured an online sample of 20,968 members of the Canadian general population through the Leger Opinion panel with targets stratified by region and balanced on gender and age within each region. We aimed for 50% men and 50% women. We aimed to have 28% of our respondents aged 18-34, 33% aged 35-54, and 39% aged 55 and higher. The regions were: Atlantic (Newfoundland and Labrador, New Brunswick, Nova Scotia, Prince Edward Island), Quebec, Ontario, West (Manitoba, Saskatchewan, Alberta, British Columbia), and Territories (Northwest Territories, Nunavut, Yukon). We set quotas for Atlantic, Quebec, Ontario and West that mimic their distribution in the population (7%, 23%, 38%, and 32%, respectively) but accepted any respondents from the Northwest Territories, Nunavut or Yukon. We also aimed to have 80% French and 20% English within Quebec, 10% French within the Atlantic region, and 10% French nationally. Respondents needed to be aged 18 or over and Canadian citizens or permanent residents in order to participate. The CPS had t hree waves, “CPS”, “CPS Modules”, and “CPS Oversample” which were merged together, resulting in the final sample of 20,968 . The “CPS” wave soft launched on August 17, fully launched on August 18, and ran until September 8, resulting in a sample of 5820. Th e “CPS Modules” wave ran from September 9 to September 19, 2021 and resulted in a sample of 13,120 . The “CPS Modules” wave contained the same questions as the “CPS”, plus several additional question modules (see Additional question modules below). The “CPS Oversample” wave ran from August 18 to September 19, 2021 . The “CPS Oversample” resulted in a sample of 2028. The “CPS Oversample” did not have sampling quotas and contained identical survey questions to the “CPS” wave. The “Oversample” wave collected overflow responses from full quotas in the “CPS” and “CP S Modules”. We initially aimed for a daily sample of 300 respondents for the campaign period. During the “CPS Modules” wave, which occurred in the last 10 days of the campaign, we increased our target to 1500 respondents per day. The target number was increased

Data Quality Responses flagged with the following data quality concerns were removed from the dataset, and are excluded from numbers reported in this codebook: • Incomplete responses • Duplicate response of previous respondents • Speeders • Respondents that “straight - lined” grid questions (“straightliners”) • Respondents whose postal code did not match their province • “YOB mismatch” respondents, who provided a different year -of-birth at the beginning of the CPS compared to the end of the CPS. As a quality check, respondents were asked to provide their year-of-birth at the beginning of the CPS and again at the end of the CPS. • “Failed attention check” respondents, which means that the respondent failed to provide the correct answer to the attention check question in the survey (see the question cps21_attcheck ). • “Province Mismatch” respondents, who provided a different province of residence in the CPS compared with the PES. A small portion of the remaining respondents have been flagged by less-severe data quality checks. As these responses may still be useful, they have been kept in the data. These were “Inattentive” respondents who took more than 60 minutes to complete the survey; “Initial duplicate” respondents , which means they took the survey again later, but that this was their initial response; “PES speeder” respondents, which means respondents were flagged as speeders in the PES but were retained. In the post-election survey, respondents who took less than one-third of the median time of the survey (7.12 minutes) were flagged as speeders. Speeders who took more than six minutes to complete the survey were retained but those who took less time were removed. These respondents are identified by the variables: • cps21_duplicates_pid_flag • cps21_duplicate_ip_demo_flag • cps21_inattentive • pes21_speeder_low_quality • pes21_duplicates_pid_flag • pes21_inattentive If these respondents are excluded, 19,009 Campaign Period Survey and 13,612 Post- Election Survey responses remain.

Survey design Required responses One of the design requirements for the 2021 CES questionnaires was that respondents had to be able to refuse to answer any given question (except for those used by the survey quotas or to identify the respondent’s riding, such as province of residence). In order to comply with that requirement while still retaining high data quality, the questionnaires made extensive use of "Don't know/ Prefer not to answer" options, where possible, and required respondents to respond in some way (even if only to select "Don't know/ Prefer not to answer"), except where otherwise noted (this was primarily non- categorical questions such as sliders). For example, some questions had the text "If you do not know, or prefer not to answer, please click →" at the end of them. For those questions, if the respondent did not respond to that question or a component of that question (for example, did not click on or move a slider), then their response to that question, or that component of the question, was recorded as missing (-99). The “back” button, represented by “←”, was available for respondents to go back to a previous question if they wished to change their answer. However, due to platform constraints, it is not possible to go back to a previous block. Due to the complex design of the survey, many small blocks of questions were used, making this a common restriction. Variable naming We have used descriptive names for variables, where possible, within character limits. To help differentiate variables from the different waves of the 2021 CES, and to differentiate between variables from different years should one combine this dataset with others, we use the “cps21_” prefix for questions in the Campaign Period Survey, and the “pes21_” prefix for variables in the Post -Election Survey, where possible. Metadata variables do not usually use these prefixes, except in cases where the same variable was used in both the Campaign Period Survey and the Post-Election Survey.
