1) Provide important historical examples of presidential foreign policy initiatives that
took the country into armed conflict or war.
2) Provide important historical examples of situations in which the POTUS has
attempted but failed to keep the United States out of armed conflict or war.
3) How many times has the United States declared war? When was the last time the
United States declared war? Are we currently at war?
4) Describe the theory and practice of "containment" in connection to the Truman
Doctrine, the creation of NATO and the Korean War.
5) What changes were made to the structure of U.S. foreign and security policy
capabilities by the National Security Act of 1947?
6) What is the current annual budget of the Department of Defense (DoD)? What
percentage of discretionary (not mandated by law or contract) government
spending is that amount?
7) Who is the current Secretary of Defense? What foreign and military policy
initiatives do you expect under his leadership?
8) What government departments or agencies other than DoD are you aware of that
contribute to national security? What kinds of activities do they undertake, and what
is their annual budget?
9) Describe the 1964 Gulf of Tonkin Resolution in connection to the foreign and
military policy of the United States in Vietnam.
10) What is the 1973 War Powers Resolution, and why was it passed? Since its
passage, to what extent have the presidents observed and abided by its provisions?
11) What is an AUMF? How many of these currently exist relative to the Global War
on Terror? In your opinion, should the AUMF be repealed by Congress?
12) In seeking security from terrorism and combatting Islamist extremist groups
such as Al Qaeda or ISIS, can or should we distinguish between foreign and military
policy (on the one hand) and domestic crime control and prevention (on the other)?
