As can be found in Section 1, Article 8 of the Articles of Confederation. The Congress of the United Stated is the entity which has the power to tax. The purpose of taxation under the Articles includes charges of war, common defence, and general welfare. These are to be supplied from the “common treasury”, which in turn is supplied by several states as a function of the value of the land within said state. The land is surveyed for value, and the taxes for each state are agreed upon by the assembled United States Congress. From the reading of Section 8 of the Constitution, Congress is the entity which shall have the power to lay and collect taxes. The purpose of these taxes, duties, imposts and excises is to pay the debts and provide for the common defense and general welfare of the United States. However, the Constitution has many other purposes for taxation as compared to the Articles of Confederation Article 8. The purpose of taxation under the Constitution extends to various areas such as borrowing money on the credit of the US, to regulate commerce, to provide a Navy, to punish offences, to establish post offices and roads, and even to promote the progress of science and useful arts. This is very different because it allows for there to be a much broader ranger of application for taxation funds compared to the Articles of Confederation.
