rule. It's subject to division between people. Some people might find a candidate charismatic, one day everything's fine, the next day everything's chaotic. so it doesn't fulfill the purposes that political leadership might ideally want to fulfill, which is, find a good leader and have that person run things. Charisma is a bit different in that sense, it doesn't work quite the same way. 2. rule by proclamation. So in Athens at this time, laws are not carefully written down and they're not really publicized very well ideally the function of a law is to get people to regulate, regulate their own behavior. that's rational in the sense that, you know, that way you can shape human behavior. that's a big problem if people don't know what's legal and what's illegal. So if the law is not carefully publicize, if it's not made known to people. If it's not written down, it's very hard to figure out what you're supposed to do. rule by proclamation is a way of making laws that has that problem. He works essentially like this. The ruler says do this. And then that's the law. he problem with that is if you're within earshot, then okay, you know what to do. If you're not within earshot, you've gotta figure out some other way of finding out what's legal and illegal. it's hard to figure out how you would actually know on a consistent basis what's legal and illegal. declare something legal by rule, verb by proclamation, You can also declared illegal by proclamation, and that could happen in a very quick succession. you know, stand up, sit down, stand up, sit down. no limits to what can be legislated. The legislative system is very loose and changeable. So again, it's unpredictable, it's unstable, and therefore it's irrational because people cannot shape their behavior accordingly . And so the legal system doesn't, doesn't do the thing you would want it to do, which is get people to behave well. 3. rationality of Athenian politics, eklesia (negative assembly) ecclesia in Athens is the legislative assembly. And Athens, people were fighting over the form of government. written constitution. They have the idea of a constitution,, it just means the form of government. form of government is up for grabs, can fight over it. The problem, of course, is that the government shapes the political system. It determines how you interact, right? democracy? Oligarchy kind charismatic leader? Is that charismatic leader open to criticism and feedback? is he a dictator? Now at various times, Athens did actually have a very democratic form of government. So they had this Legislative Assembly called the ecclesia. Every Athenian citizen could participate in the ecclesia, full citizen. To be a citizen of Athens at this time, both of your parents had to have been born in Athens. Both of them. Can live there like green card, metic
