2 Country Studies: Foreign Policy Foreign policy plays a crucial role in shaping a country's interactions on the global stage. This paper compares and contrasts the foreign policies of Ukraine and Germany, analyzing how past conflicts have influenced their strategies and how current events are shaping their international relations. By examining foreign policies, historical conflicts, and contemporary issues, we gain insight into the distinct approaches each country employs in the realm of international politics. Historical Conflicts and Foreign Policy Ukraine Ukraine's foreign policy is significantly influenced by its tumultuous history with Russia. The conflict between Russia and Ukraine, particularly the ongoing war since 2014, has profoundly impacted Ukraine's political landscape and foreign policy. The annexation of Crimea by Russia and the subsequent war in Eastern Ukraine have pushed Ukraine to seek closer ties with Western countries and organizations such as the European Union (EU) and NATO. The desire for security and support against Russian aggression has become a cornerstone of Ukraine's foreign policy (Plokhy, 2023). Germany In contrast, Germany's foreign policy is shaped by its experiences in the two World Wars and the Cold War. Post-World War II, Germany has adopted a policy of reconciliation and cooperation, particularly within Europe. The division and subsequent reunification of Germany during the Cold War era have instilled a commitment to European integration and multilateralism in German foreign policy. Germany's role in the EU and its emphasis on diplomacy and economic partnerships are direct outcomes of its historical conflicts (Mingst, McKibben, & Arreguin-Toft, 2022).
3 Nature of Conflicts Ukraine Ukraine has faced both civil and limited wars. The ongoing conflict with Russia is characterized by hybrid warfare, including conventional military engagements, cyber warfare, and information warfare. This conflict has not escalated into a total war but remains a protracted and multifaceted struggle that has significantly strained Ukraine's resources and political stability (Chatham House, 2023). Germany Germany's historical conflicts, particularly the World Wars, were total wars that demanded full national mobilization. In the post-war period, Germany has not engaged in large-scale military conflicts but has participated in international peacekeeping missions and has faced internal challenges related to terrorism. The shift from total war to a focus on stability and peacekeeping reflects Germany's transformation from an aggressor state to a leading advocate of international cooperation and peace (Mingst, McKibben, & Arreguin- Toft, 2022). Current Events and Foreign Policy Ukraine A current event significantly shaping Ukraine's foreign policy is the continued Russian aggression. The war has led Ukraine to strengthen its defense capabilities and seek further integration with Western alliances. The conflict has also heightened Ukraine's efforts to garner international support and sanctions against Russia, aiming to isolate the aggressor and secure its sovereignty (Plokhy, 2023). Germany Germany's foreign policy is currently influenced by its stance on global issues such as climate change, migration, and the conflict in Ukraine. Germany has taken a leadership role
