H.R. 1735 2 Defining the Problem H.R. 1735 which was introduced to the House on March 23, 2023, is the requirement for the National Science Foundation to take action to increase math and statistical modeling in education and middle schools. NSF must provide grants that are competitive to higher education institutions and nonprofit organizations for the purpose of research and development with the effort of supporting a high-quality mathematical model within all schools ( H.R.1735 ). May Biblical guidelines: All throughout scripture God speaks about the right to education, referencing studying scripture for the sake of gaining knowledge and wisdom. God speaks about wisdom being one of the best gifts He could provide and where one lacks it, they are able to ask for wisdom and it is granted. James 1:5 says, “If any of you lacks wisdom, you should ask God, who gives generously to all without finding fault, and it will be given to you.” It is an inalienable right granted by the Lord to want to be educated. More importantly, the Bible highlights the importance and training of children with the desire to learn Proverbs 22:6 reads "Start children off in the way they should go, and even when they are old they will not turn away from it." Constitutional guidelines: Education is not monitored on a federal level beyond federal student loans. The Constitution does not explicitly govern education but does group education under the Equal Treatment and Protection clause. The First Amendment of the Bill of Rights protects individuals and their rights to free speech, press, right to assemble, and protest. Education falls under that protection. It is the right granted under federal law that all kids are given equal educational opportunity no matter what their race, ethnic background, religion, or set, or whether they are rich or poor, citizen or non-citizen.
H.R. 1735 3 Can Financial Feasibility: H.R. 1735 estimated a cost of $10 million annually over 2024-2028 to be given to the NSF to award grants to nonprofit organizations and institutions of higher education. Meaning the NSF would authorize the use of $1 million in funding for the year 2024 to enter into an agreement with the National Academies of Science, Engineering, and Medicine to study and enhance mathematical education. The CBO estimates the implementation of the bill would be a grand total of $38 million through 2024-2028 and then to keep the bill implemented would cost $13 million after 2028 ( H.R.1735 ). Political Feasibility : Since the bill has recently been introduced in the House there is no current political feasibility or political implications attached to it. It was placed on the calendar on May 16, 2023, by the House Science, Space and Technology Since the Bill has just been introduced to the House there is no political backlash behind the implementation of the Bill. The Equal Protection clause has remained relevant from all aspects. Practical Feasibility: H.R.1735 was introduced to ensure the coordination of Federal research along with the development of efforts to modernize math and STEM-related studies throughout educational levels. Implementation would create a streamlined path for career development in education and technology-based target areas. It focuses on making sure that the math and STEM- related areas in education are maintaining the same pace with the rapidly growing needs of the public and private sectors ( H.R.1735 ). H.R. 1735 4 Biblical notion of seeking wisdom. It allows for kids to continue to seek wisdom as a choice as well as allows for the government to be more included in a federal aspect towards education. STEM will always be relevant with the enhancements in technology constantly evolving.
