The Virtual Criminal Justice Alliance
Virtual Police Department's Chief Clayton Moore recently called up several criminal justice partners to help deal with the Very Bad Bike Club (VBBC). The partners formed the Virtual Criminal Justice alliance, made up of the head of the VBBC taskforce in the Virtual Police Department (Capt. Jay Silverheels), the District Attorney's chief criminal prosecutor (Raymond Burr), the state correctional facility's security chief (Maj. Allen Irongates), the state department of parole's district supervisor (Martha Street) and the operations director of Virtual Security Force (James Dunbar). VBBC's criminal presence has plagues Virtual for over ten years. They have been involved and implicated in many crimes, including robberies, illicit drug
trafficking, assault, and attempted murders. The alliance hopes to implement several corrective strategies aimed at stopping these crimes. The Traditional and Practical Approaches for the Agency's Dealing with the Problem
The traditional and practical approaches implemented by Virtual Police Department were
conducting individual investigations and bringing charges against members of VBBC. This is the
appropriate reaction to the patterns of criminal activities of the group, more so the investigation and incarceration of VBBC's leadership as recommended by Albrecht (2017). Therefore, the agency can leverage the probable cause to arrest and charge all gang members (all 63 members). The individual charges would help the agency gain information from members willing to assist in the investigation in exchange for plea deals. The investigative information gathered would be shared with the District Attorney's Office (appropriate prosecuting authority) (Albrecht, 2017) to prosecute members based on available evidence. Such approaches are intrinsic to the police department's inner working and do not involve the relevant stakeholders.
Why There
Have Been a Reluctance to Change Strategies
Despite the implementation of these traditional and practical approaches to curb VBBC's criminal activities, these strategies have yielded little fruit over the past decade. This level of unproductivity is largely because these efforts are almost entirely reliant on the police department, as Tita & Ridgeway (2007) suggest. This reliance has made VBBC more adaptive to
these approaches, as they can maneuver through the criminal justice system to continue orchestrating criminal activities, despite the arrest and conviction of several of its members over the past decade. Most criminal charges brought against VBBC's members have been dismissed in
court for what judgments describe a lack of probable cause and plea bargain agreements that reduce the severity of the charges from felonies to misdemeanors.
