3 Key Historical Events: The roots of the (HIM) industry are traced back to the 1920s, when healthcare professionals started using medical records to document details, complications, and outcomes of patient care. It was in 1928 when the American College of Surgeons established the Association of Record librarians of North America. (ARLNA) which is now known as AHIMA. 40 years later, paper records were utilized, until the 1960s-1970s when innovations such as the use of computers lead the beginning of new approaches for HIM. The Standardization and sharing of medical records would not have been possible without the efforts of Dr. Lawrence Weed. Dr. Weed was a professor of medicine, and pharmacology at Yale University. Dr Weed created the first problem-oriented medical records to organize the information used in medical records. By 1965, electronic medical records were being used in about 70-73 hospitals. Being that healthcare information technology was so expensive, only the largest providers could afford the resources. The Mayo Clinic in Rochester, Minnesota was one of the early adopters. It wasn’t until the 1980s, when the introduction of the desktop personal computer ushered in the modern age of healthcare information technology. Guidelines: Have staff undergone annual HIPAA training? If so, do you have documentation of their training? Is there a staff member designated as the HIPAA Compliance, Privacy, and/or Security Officer? Are policies and procedures relevant to the Annual HIPAA Privacy, Security, and Breach Notification Rules? Have all vendors and business associates been identified? I pg. 3
4 would let Featherfall know these could serious penalties if ever audited. The guidelines could be implemented by the HIM department, and staff including HIM professionals, privacy officers, and coding staff. The security rule has a list of specifications for technology to comply with HIPAA. Making sure Featherfall understands the HIPAA compliance laws and abide by them, by following the privacy, security, and breach notification rule for patient medical records. To meet HIPAA’s requirements, code sets must be used in conjunction with patient identifiers, along with new updated EHR’s monitors, trained and HIPAA qualified professionals because the penalties for HIPAA non- compliance are based on the perceived level of negligence and can range from $50-$50,000 dollars per individual violation. With a max penalty of 1.5 million per calendar year for violations. Jail time could also be a result. Also, getting the current standard technologies/ up-to-date. One is EHR’s. Electronic Medical Records contains information concerning a patient’s past/current diagnosis and treatment. Electronic health records not only save space over paper files, it saves money, and it gives physician’s easier access to a patient’s charts/records. The staff at Featherfall would be well trained on new technology and they will be subject to evaluation monthly until they can perform professionally and have knowledge and understanding on how this new technology operates. I would be using the Data Analytics Platform. Analytics platform is an ecosystem of services and technologies that needs to perform analysis on voluminous, complex, and dynamic data, that allows you to retrieve, combine, interact with, explore, and visualize data from various sources a company might have. pg. 4
