The term "offensive counterintelligence" as defined by the Center for Development and Security
Excellence (2022) pertains to a set of strategic measures aimed at impeding or undermining the
intelligence activities conducted by an adversary. In contrast, the term "defensive
counterintelligence" pertains to the application of protocols designed to safeguard one's
intelligence activities against detection or interference by an adversary (Van Cleave, 2007). The
aforementioned processes have been specifically devised to safeguard intelligence operations
from detection or disruption by an adversary.
The recognition of the inherent dilemma around the potential encroachment upon the
privacy or civil liberties of individuals or organizations is an additional facet of your research that
resonated with me. Offensive counterintelligence measures, such as espionage or surveillance,
have the potential to acquire information about individuals who are not involved in any criminal
or terrorist actions and are therefore considered to be innocent, as stated by the United States
Department of Justice (n.d.).
