Assignment#5
ISSC361 Jun 08, 2024
Introduction
This paper will discuss the 2016 transfer of stewardship from Internet Assigned Numbers Authority (IANA) to the United Nations. We will cover what IANA is and what the transfer of stewardship to the United Nations impacted internet services and security.
What is IANA?
IANA is responsible for coordinating elements that allow the internet to run smoothly. Their main tasks are domain names, number resources, and protocol assignments.(
IANA, 2023) IANA ensures that IP addresses are properly assigned and catalogued for business so that the same number is not assigned to more than one person at a time. IANA also maintains control over top level domains for correct IP assignments. They do this by having companies, or users register their domain name to ensure that it is correctly mapped to a specific IP address. DNS is also a role that is managed by IANA.(
National Telecommunications and Information Administration, 2016)
Stewardship of IANA
In October of 2016 the contact between IANA and the United States Department of Commerce National Telecommunications and Information Administration (NTIA) expired and allowed the coordination and management of the Internet’s unique identifiers to the private sector. (ICAAN, 2016) Administration
The move will not affect how the internet is used directly but instead mark a change of how the internet is governed. (Zittrain, 2021)This means that instead of the public viewing the US as having ownership over how the internet works this transition will make it truly global. Due to this it leads to multiple companies to propose new ways of how to improve internet management. However, this could also lead to the censorship of
data due to other countries wanting stricter laws to put in place. (Harris, 2021) But this transition is not the full relinquishment of the internet to the UN but instead the management of categories controlled by IANA. The transition allowed for better transparency and accountability over the governance of internet protocols. Conclusion
In conclusion the transfer of stewardship of IANA to the United Nations did not affect the
way in which the services operate and allowed for a more global approach to improve and innovate the way in which the Internet is governed. During the global pandemic, the functionality was able to keep up with the demand of internet traffic.(
Mueller, 2022) The security aspect of this transfer allowed for more transparency and accountability due to it being managed by a multi-stakeholder model. References
