Research Assignment-research ARRA, write a summary of the purpose of the
act, what did it accomplish, how did it change healthcare delivery?
The American Recovery and Reinvestment Act (ARRA) of 2009 under President Barack Obama
was to alleviate the Great Recession of 2008 and passed Congress in the same year. Other
commonly known names for ARRA were “stimulus package” or “Obama stimulus”. (Hayes,
2023)
The bill’s purpose was to stimulate the economy during the Great Recession of 2008 and restore
jobs that had been lost as well as to create new ones. The bill’s final price tag was $787 billion of
which $138 billion were allotted to healthcare, mainly to extend health insurance to laid-off
workers and compensate states for increased Medicaid costs. This prevented an increase in
poverty due to medical bills because more people were able to keep their insurance and others
were able to obtain Medicaid assistance more easily (Hayes, 2023).
ARRA was responsible for the HITECH Act (Health Information Technology for Economic and
Clinical Health), which required computerization of all patients records. This made a nationwide
health information exchange possible. Electronic health records (EHR) are more secure than hard
copies, insuring the privacy of every patient. ARRA also led to the establishment of the Office of
the National Coordinator for Health Information Technology, which is responsible for supporting
the adoption of health information technology and the promotion of nationwide, standards-based
health information exchange to improve health care (HealthIT.Gov, 2022).

Research Activity- Research ACOs-what is the purpose for ACOs? What quality measures it
enforced? How does it impact healthcare delivery?
Accountable Care Organization (ACO) are a formed by doctors, hospitals, and other health care
providers such as nursing homes. These groups come together voluntarily to provide coordinated
care to Medicare recipients. The purpose of an ACO is to improve healthcare for patients and
providers alike.
To qualify for ACO status, 33 quality measures must be enforced. These 33 measures span four
categories: Patient Experience of Care, Care Coordination/Patient Safety, Preventive Health, and
At-Risk Population (cdc.gov).
According to the National Institutes of Health “Accountable Care Organizations place financial
responsibility on providers in hopes of improving patient management and decreasing
unnecessary expenditures while providing patients with the freedom to select medical service
providers.” (nih.gov). This impacts healthcare delivery by cutting costs for patients and giving
incentives to providers and making healthcare about quality and not quantity.
