CIVL 402A Professionalism in Civil Engineering TEAM ASSIGNMENT 2: COMPETING INTERESTS Submission due: 11 pm, October 18, 2023 The Team Leader for this assignment is Team Member 2 and is required to submit the team assignment by the stated deadline via the appropriate link on Canvas. Your team is requested to discuss, develop and submit a report of no more than five pages that provides a response to the statement given below. (You can include distinct title page with the assignment title and all team member names and numbers at the front, and a bibliography at the end, not to be included in the 5-page count. Bulleted responses are acceptable whenever appropriate.) Canada Line is a 19 km rail rapid transit system connecting downtown Vancouver, the Vancouver International Airport and Central Richmond. In July 2005 the consortium group that was awarded the project began construction of the system. The project scope included an underground section of track in Vancouver beneath Cambie Street to just south of 64th Ave. The consortium chose to construct this track using a cut and cover construction method. Although less expensive, this method required significant staging and disruption of the businesses within the Cambie corridor for a significant period. A class action lawsuit was filed by 250 businesses along the corridor alleging that the construction companies chose a cheaper option (cut-and-cover tunneling vs. use of a tunnel boring machine) that led to significant hardship borne by the local community and businesses. Resources below contain additional information on the project and the lawsuit. This situation represents a tension between alternative aspects of the public interest and possibly between the public interest and private-sector profits/costs; and it brings into focus the roles and responsibilities of the various categories of stakeholder. A team of consulting engineers is now undertaking a feasibility study for the Broadway Line extension from Arbutus Station to UBC, taking account of lessons learned by the Canada Line. You are requested to provide a short discussion paper leading to initial recommendations with respect to this extension. The report should give consideration to the following:
(i) Conduct a brief review of relevant information/studies available on the internet (include a list of references reflecting this), and provide a short paragraph summarizing the current status of this project. (ii) List different stakeholders under four categories: community/users/general public; government/public-sector agencies; influencers (imparting information or opinions); and providers (industry and industry groups). (iii) Identify different issues (e.g., cost, business disruption, …) that may impact the public interest and/or private sector interests, both positively and negatively. (iv) Develop a stakeholder interest matrix showing the level of concern (rating of 1 3) for different stakeholder/issue combinations. (v) Comment on the following issues and their impact on various stakeholder interests and on the key recommendations for the project: a. Disruption to businesses (e.g., should this be considered a project cost, even if there is no legal liability for business losses)? b. Increasing land values c. Increased transportation capacity to/from UBC and reduction in private vehicle usage (vi) Without any analysis (which would normally be undertaken), provide initial thoughts on key recommendations relating to the Broadway Line, including its portions that are cut- and-cover vs. tunnel boring.
