Running Head: FLAKO718 DISCUSSION (Last Name) 2 What is NFIP? How does NFIP function as a federally subsidized program for mitigation? Why is it considered as a mitigation program other than a preparedness practice? The origins of the National Flood Insurance Program (NFIP) begins during the historic 1927 mid-western floods, which were arguably the largest flood disaster in American history. To determine how exactly the federal government was going to manage the increasing flood management, Congress felt it was appropriate to put in place a program that includes private sector support, participation by communities, and addresses the nation's flood risk for individuals and businesses. This landmark piece of legislation was signed on August 1st, 1968, and the 50th Anniversary was celebrated in 2018. The program functions as a subsidized mitigation program because it provides an insurance alternative to disaster assistance that must fit in accordance with the floodplain development procedures the government laid out. In other words, after extensive surveying and terrain mapping, the government will provide affordable flood insurance as long as those in the affected area—including the municipalities—adhere to the guidelines regarding the new construction of homes and existing buildings. The private/public partnership enables the government and private businesses to provide flood insurance when it would have otherwise been too expensive, otherwise considering the location of the dwelling or township. One reason it could constitute a mitigation plan is that the program's effectiveness is solely determined by the willingness and necessity of local governments to ensure they are abiding by the federally mandated flood guidelines. Replacing existing structures, rigorous annual ground surveys, constant monitoring, and a vibrant information campaign for all local residents ensures this program is a mitigation and preparedness policy. Running Head: FLAKO718 DISCUSSION (Last Name) 3 Discussion Reply Great post! It is always interesting to hear different perspectives on the contemporary enlarged state of the Federal Government. One aspect of your post I thought was beneficial was your description of the division of government and, more importantly, the system of Federalism. It was clear at the onset that the Founding Fathers intended for the system to work slowly, but it would be interesting to hear how they would react in situations that have plagued modern society. The example you pose—which I think was well-said—was the description of highway damage and the unknown regarding who needs to fix it. Throughout the government bureaucracy, we see a number of agencies from the federal, state, and even the municipalities. This makes it incredibly difficult to at first find out who is responsible and secondly what agency is required to fix it. This also encompasses a broader conversation about who pays for these public projects and what policies and procedures will be implemented to curtail highway damage again. Finding a set of clear guidelines and labeling the jurisdictions of these agencies will enable faster and more efficient responses in any disaster, whether it is weather-related or not. Grievances of local citizens are unsure where to approach due to the plethora of different governmental bodies responsible for finding solutions to the needs. In this sense, it becomes clear that the government is unequivocally a patchwork system that—is indicative of today’s Pandemic—serves to hurt the people rather than help.
