Case Memo #3 By: Russell Kaufman Student Number: 251087579 Weakness The Motorway PPP (MPP) is a public-private partnership (PPP) produced to help improve safety concerns and decrease the risk of accidents including widening the roads. One of the main weaknesses identified in this case is that the control regimes in place were deployed more diagnostically ahead of time rather than being deployed interactively throughout the contract term. An example of this weakness relates to MPP’s safety plans as they are produced every year by the Special Purpose Vehicle (SPV) to conform with the Key Performance Indicators (KPIs); however, due to capped bonus from the Safety Performance Adjustment (SPA) of 1 million pounds, these safety plans are frequently not implemented. The reason behind this lack of implementation is due to the dissatisfaction to the people at the SPV including the CEO who doesn’t believe that amount is adequate. Another main weakness identified in this case involves the underlying formula which was not tested before the contract began which unintentionally caused persistent deductions over several years. The reason for these deductions is due to a failure within the formula that although compares relative declines in accidents on other roads to the MPP, it fails to update the formula to include decreases in accidents on the MPP itself Implication The implications that have occurred because of these issues are that the contract will likely not yield accurate results due to the formula being skewed incorrectly and the employees of the SPV will become less motivated to complete the contract which will likely result in a longer wait time and potentially delays as well.
Recommendations My recommendation for the management control systems to increase the profitability for MPP is to increase the SPA Bonuses to amounts that would be more adequate to the SVP which in the case they mention between 10-20 million pounds being much more adequate and could result in a big difference. In addition, it is recommended that MPP readjust their formula to include decreases on accidents that occur on the MPP and not just from comparative roads.
