As per requested, I have prepared an analysis on how closing the Alberta’s office will impact the employee’s coverage for provincial healthcare and the company’s payroll expense, details as follow: 1) Impact on the employees’ coverage for provincial healthcare: Currently, employees’ coverage for provincial healthcare is under Alberta Health Care Insurance Plan (AHCIP). Meanwhile, the employees’ coverage will still be under AHCIP if they choose to stay as Alberta’s residents, while being transited to permanent work from home employees. Given that employee’s coverage under the plan is determined by their province of residence, not their province of employment. (PP2, 5-27) With that, if there is any work from home employee deciding to move to Ontario after the closure of Alberta’s office, they would be under the coverage of Ontario Health Insurance Plan (OHIP). 2) Impact on the company’s payroll expense: Currently, the company does not pay any provincial health insurance tax for Alberta’s employees. Meanwhile, after the closure of Alberta’s office, the employees of the branch will be paid from the head office in Ontario, which Employer Health Tax (EHT) will occur and thus increase the payroll expense, more details as follow: Current cost Projected cost Payroll expense – Ontario: $4,750,000 $5,525,000 Payroll expense – Alberta: $775,000 $0 Provincial Health Tax: *ETH rate: 1.95% as ($4,750,000 -$1,000,000) x 1.95% = $92,625 $5,525,000 x 1.95% = $107,737.5
gross total Ontario remuneration over $400,000 (PF2, 5-42) *The first $1,000,000 of the annual payroll is exempt from EHT for employers who are in the private sector with annual Ontario payroll of $5 million or less (PF2, 5-43) Total: $5,617,625 $5,632,737.5 With that, an increase of $15,112.5 will occur in the company’s payroll, caused by the increase of healthcare tax expense.
