Mexico was the colony of Spain. Texas was the part of Mexico before it decided to join the United States of America in the 1840s. Mexico fought for its freedom from the Spanish colonization and got independence in the early 1820s.
The government of Mexico wanted to populate its towns and set up the necessary infrastructure in all their towns. For this reason, they formulated a policy. They developed a class of people known as impresarios who were given land grants and bestowed with the duty to establish the towns and populate its areas by migration.
