In arteries the PCO2 (partial pressure of carbon dioxide) remains same at rest and during exercise.

But in venous circulation the PCO2 increase during exercise because during exercise high amount of CO2 is produced by the muscles. This CO2 (deoxygenated blood) is transported by venous circulation into the right atrium. Then from the right atrium it is transported to the right ventricle and then it is transported to the lungs by pulmonary artery where CO2 is released and O2 is added to the blood. As a result the blood becomes oxygenated.

So, B (PCO2 after 1 hour of exercise) is greater than A (PCO2 in rest).
