MILESTONE ONE Executive Summary The Department of Children and Families oversees the administration of state and federally funded initiatives to intervene and prevent domestic violence and support survivors and their families in the state of Florida. DCF collaborates with the 41 domestic violence shelters to enhance advocacy and improving the criminal justice system response to domestic violence, dating violence, sexual assault and stalking crimes. The Department of Children also supports The Legal Clearing House Project. The Legal Clearing House Project was formed in 1997 to help give legal services to victims of domestic violence as a pilot program. It was the first program to offer representation for things like civil orders of protection for domestic violence, legal advice and consultation. Prepared By : Tonya Vandeveer, Team Lead and Shelter Advocate at Micah’s Place. Micah’s Place operates a 24/7 emergency domestic violence shelter and crisis hotline for Nassau County Florida. We also help surround areas when we can. We have an Outreach program. Both shelter and outreach provide advocacy, education and finical services to victims of domestic violence. MILESTONE ONE 3-2 Final Project Milestone One: Background Paper Even though domestic violence education has been in effect it remains a big problem. We still around 10 million women (about half the population of New York) and men being physical abused by an intimate partner in the United States a year. That I roughly around 20 people a minute (NCADV: National Coalition Against Domestic Violence). This not even count the 49 percent of women or the 29 percent of men that are raped by their partner. Domestic Violence also includes stalking in which 60% women and 43 % men are stalked their intimate partner. Seventy-two percent of homicides are murder-suicides. Out of murder-suicides 94% of that are women that are killed by their intimate partners. While these are the national average the state of Florida number is just as bad. Background Domestic Violence has been around since the beginning of times as women were seen as a man’s property. Even thirty years ago when domestic violence happened people did not talk about it. Domestic Violence is seen as a family matter, so people did not get involved so it was largely ignored (Jacques et al., 2021). In the 1970s women activists came together to form the Battered Women’s Movement to expose domestic violence. This helped change laws, medicine, and society. As a result of their effort, legislative bodies began to use the term domestic violence. With the movement for domestic violence in 1997 the Legal Clearing House Project in Florida. The Legal Clearing House Project was a pilot program in Florida that helps survivors of domestic violence get the legal help they need in order to be safe. Many victims of DV are unable to work due to the abuser, so they are unable to get a lawyer to help fill out injunctions

MILESTONE ONE and legal services. Since the Legal Clearing House Project Program was started millions of survivors have benefited from it. Survivors have been able to get advice on how to fill out injunctions and had representation in court and they were also about to get other legal questions concerning domestic violence. The urgent concern that needs to go through the legislation is that you can only ask questions about domestic violence. There are children in some of the domestic violence homes and about 90% of the children have witnessed domestic violence and the lawyers cannot represent the survivors in a custody battle. Not being able to afford a lawyer on their own puts the survivor at a disadvantage for custody proceedings. My Position Working with Micah’s Place and reporting to DCF, both agencies are for the legislation. With this legislation, it helps the survivors have a voice and it would also help the children of domestic violence survivors if they could get help in court when it came to keeping the children safe. If the legislation would not pass the children could become the next victim since the other parents would not be in the home for them to take their anger out on. With anything including this program, the Lawyer should have diverse training as domestic violence does not discriminate, you will see survivors from every religion, color, race shape, and size. Lawyers in this program should also be encouraged to be bilingual since there are many different languages in the state of Florida alone. The program could really benefit by opening more things the Lawyers can. Discuss. They should be able to ask questions about anything that can help them move forward, things like leases or buying a house for themselves if they do in fact have a job. Stakeholders
MILESTONE ONE The government should be responsible for providing funding for changes in this program. These changes would be just making the program in place even better. I believe the benefactors that this program helps would support the changes because it would help with so many more things to help them move forward in their life without having to worry about how to pay for legal services. To build support for this program I would reach out to other organizations that deal with forms of domestic violence. For example, in my area, I would reach out to the women’s center of Jacksonville as they deal with women who have been sexually assaulted by their partners. I would also reach out to the Counseling of Aging as there are older survivors of domestic violence. I would also reach out to the part of DCF that handles child abuse because sometimes abuse happens in homes of domestic violence.
