2-2 Final Paper Milestone One: Identify an Issue Department of Social Sciences, Southern New Hampshire University HSE 325: Ethics and Laws in Child Welfare Dr. Michael McHenry November 5, 2023 Amy and Her Children: A Child Welfare Case (Introduction)
2 I. Introduction: The child welfare system incorporates organizations in each community to work together to strengthen families, and keep them together, while ensuring children are safe (How the Child Welfare System Works, n.d.). Most families become involved with the welfare system when a report of maltreatment, neglect or abuse is made. When that happens, a preliminary review is made to determine if child protective services (CPS) will become involved. A welfare worker is assigned by public authorities to address any allegations of child abuse or mistreatment (How the Child Welfare System Works, n.d.). If the report meets the conditions for agency involvement, the case is investigated by a social worker or special investigator. A caseworker reviews the information and begins finding the services that are available and needed for the children and family. Laws require caseworkers to guarantee children's safety, well-being, and long-term housing arrangements (Child protective services, n.d.). In Kansas, once an investigation is done, a risk assessment is done to determine the likelihood of future maltreatment (Child Protective Services, n.d.). A decision will be made as to whether the children will remain in the home, be placed with immediate family for kinship care or be placed in foster home care (How the Child Welfare System Works, n.d.). The way a case is handled will vary according to the development of state and local programs, but the process generally includes options for “prevention, kindship care, guardianship, family preservation, foster care, adoption, post adoption, and aging out of foster care” (Downs et al., 2009). Child Welfare and Family Services: Policies and Practice includes a case study about Amy, a 23-year-old mother, and her three young children, on page 241. This case shows the importance of family preservation services, through the child welfare system. The family includes Amy, Jimmy, the father to Jeremy, age 6 and Tiffany, age 4, and Ashley, Amy’s youngest
3 child who is medically fragile (Downs et al., 2009, p. 241). Carolyn, a family services worker, began working with Amy after she took Ashley to the emergency room for congestion and a nurse called CPS because she observed bruises on Jeremy and was concerned Ashley was malnourished (Downs et al., 2009, p. 241). The children all live with their mother Amy, but she has been homeless with them on several occasions and is currently living with a cousin who seems impatient with the situation. Amy’s stepmother and the Jimmy, the father of 2 of her children, have threatened to take the children from her because she struggles to stay sober from using crack. Jimmy is the father of Jeremy and Tiffany and visits when he is sober but when he is drinking alcohol becomes verbally abusive (Downs et al., 2009, p. 241). Amy struggles to stay sober caring for the children and has recently been hitting them as discipline. Carolyn, the family services worker, will be available to Amy around the clock by phone for the next six weeks, as her case load is light. She will use several techniques to work with Amy to keep her family together (Downs et al., 2009, p. 241). References:
