Funding Source : The majority of the consumers that we serve are Medicaid individuals coming from Juvenile court, court ordered for completing the SUD program, or Referrals from PCP for treatment.

Barriers and Challenges: The majority of the consumers that are served experiences barriers/challenges such as : Not being compliant with services due to readiness for themselves to attend sessions (Not showing efforts to attend). Insufficient transportation low levels of income Inability to comprehend how to use the healthcare system Difficulty remembering to take their meds on time or not comprehending them Financial barriers to mental health treatment
Policy Impact: State level: Mental Health Parity Benefits from insurance for mental health and drug abuse disorders are handled similarly to benefits from other medical conditions. Treatment restrictions include restrictions on the frequency of treatment, the number of visits, the number of days of coverage, or other such restrictions on the extent or length of therapy; and Federal Level: Comprehensive Addiction Recovery Act 2016 Increase efforts at education and prevention to encourage treatment and recovery and to stop the use of heroin, opioids, and methamphetamines. Increase naloxone availability MAT: medication-assisted therapy In order to assist states in tracking and monitoring prescription drug diversion and to facilitate the availability to services for at-risk persons, it is recommended that prescription drug monitoring systems be strengthened.
State of Maryland Regulations: In the State of Maryland, Comar regulations state that if the consumers are in need of resources or assistance with any issues, we clinicians will accommodate and provide case management services to the consumers. Sec. 10.07.05.16. Clients Rights and Responsibilities : o A. The agency shall ensure that agency staff develops and implements written policies and procedures concerning clients rights and responsibilities. o B. The agency shall make the policies and procedures available to clients or client representatives. o C. The policies and procedures shall ensure that the agency provides the client or client representative with: o (1) An estimate of costs associated with the services requested by the client; o (2) A statement clarifying the costs that the client or client representative will be responsible for if services are not covered by third-party payors; o (3) Fully itemized billing statements, including dates of services and unit charge, to be made available on request of the client or client representative; o (4) The name of the caregiver or caregivers referred by the agency to provide the service or services; (Code of Maryland Regulations , n.d.)
