2-2 Final Project Milestone One: Introduction SNHU CJ-231 Professor Phillip Dawalt 11/5/2023 The jurisdiction that I will be covering for this project is one in my very state of Pennsylvania. This facility is known as SCI Rockview, which is located six miles between both Bellefonte, PA and State College, PA. This prison was built in 1912 but opened in 1915. When the prison was built the initial intentions were to make it a maximum-security prison, however this never happened, and it is now a medium- security facility. Pennsylvania Department of Corrections (2023) noted that “Rockview is also the site of administration of the death, penalty, again reintroduced to Pennsylvania in 1978.” The electric chair (used to be the way to execute convicted killers) that was at Rockview was sent to the Pennsylvania Museum and was replaced by lethal injection in November 1990. This prison consists of 35.042 acres of land on the inside and 4,268.88 acres on the outside perimeter. The prison has 14 housing units and consists of cells and dormitory-style housing. The prisons total population is 1,792 prisoners, has the bed capacity of 2,146 and are currently at 83.5 percent of capacity. This prison offers different types of treatment programs to assist with community reentry to prisoners they range from alcohol and other drugs (AOD), non-AOD programs, and voluntary programs. There is a classification process that each prisoner who enters the prison will receive. This process could take anywhere from weeks to months for each person to complete. Pennsylvania Department of Corrections (2023)
notes that “this process evaluates the person’s individual health care needs, psychological needs, treatment programming needs, and much more. An inmate’s SCI security level is also assigned during this process.” Non-AOD programs are programs that are offered to the prisoners who are deemed to be moderate to high risk. If the inmates are required to take these programs, but do not participate in the program the information will be provided to parole and be taken into consideration when making the decision of release. An example of a non- AOD program this prison offers is Batterer’s Intervention. This program is designed for men who batter women. It is noted that “Inmates with domestic violence in same sex relationships and women who batter are not eligible for participation in this treatment program” Pennsylvania Department of Corrections (2023). This group will help the batterer by giving them homework assignments that will challenge their beliefs and behaviors in hopes that they will learn non-violent alternatives. An example of a voluntary program the prison offers is InsideOut Dad- Parenting Program. This is a programs that is put into place to help reduce recidivism rates by reconnecting fathers who are incarcerated with their families and children, to give them the motivation to get out of prison and to stay out. This is a group that will increase the inmate's self-worth and help them develop relationship skills. There are also a lot of vocational programs available for prisoners who are interested. Some of the programs available are HVAC, cosmetology, masonry, OSHA, plumbing, and so much more. The current recidivism rate within this prison is 64.7%, with 75% returning within the first 16 months of release. It is noted that the Pennsylvania Department of Corrections state that their mission is to “reduce criminal behavior by providing
individualized treatment and education to inmates, resulting in successful community reintegration through accountability and positive change. With this in mind, we routinely evaluate our existing programs and test innovative new ideas for reducing recidivism” (Bucklen, et al., 2022). It is shown that people who have been released from prison who use opioids have the highest rates of recidivism in the the past three years. Something the prison could potentially do to lower the recidivism rate of opioid users is to ramp up their AOD programs or lengthen the stay of inmates who are booked on drug charges.
