Federalist #70 Assignment Read Federalist #70 and answer the following questions: 1. What does Hamilton mean when he refers to "energy"? 1. By referring to energy, Hamilton means that a well-functioning government must be active and constantly trying to improve the country in some way, shape or form. The executive, especially the president, is responsible for creating the conditions for the generation and maintenance of this energy. 2. What does Hamilton say about property rights? 1. Hamilton argues that Energy in Executive is essential to protect property. In Hamilton's view, property rights are important and require as much energy from the executive to maintain them as protecting the community against foreign invasion or the administration of the state. In the literature, it is listed before the rights to freedom. 3. Why does Hamilton put property rights before rights to liberty? 1. By guaranteeing the right to life and property and its proper fulfillment, the government determines the conditions of existence and freedom. Thus, Hamilton places the right to life and the protection of property before freedom. 4. Is a plural executive the right thing or is it important to have only one executive? 1. According to Hamilton, the president, our chief executive, must have energy and ability. Only in this way will we achieve the unity required by a well-functioning government. When power is given to two or more equally distributed persons, or when the executive power is allowed to answer to others, the unity is destroyed. Hamilton cites Rome as an example of the failures that a pluralistic administrative or deliberative parliament can produce. The ambition of a single individual should be feared no more than a multi-valued administrative structure. 5. Do you think we have adhered to Hamilton in our current system? Why/why not? 1. We follow Hamilton in our present system in several ways. Executive remains the most powerful single person in the country, even the world, and is designed to protect what we value most, our freedom. However, in recent decades there has been much debate about the proper role of the president and what powers he should have. I believe it is the disintegration of unity that we are witnessing now, as we see some trying to subordinate the president to legislative power, while others divide the power of the president to redistribute it elsewhere.
