Hilary Gonzalez November 17, 2020 POLS 3710 Congressional Procedure Paper Adam Schiff is a U.S. representative that currently serves California's 28th congressional district. He has an extensive career in American politics as a member of the democrat party. He was born in Norfolk County, Massachusetts, on June 22, 1960. In 1978, Adam Schiff graduated from high school as class valedictorian and attended Stanford University, where he earned a bachelor's degree in political science. He then attended Harvard Law School and started his career working as a law clerk. Adam Schiff worked as an Assistant U.S. Attorney when he handled a case involving Richard Miller, an FBI agent convicted of espionage. Adam Schiff served in the California State Senate in 1996, where he served a four-year term. From 2001 to 2003, Adam Schiff served the 27th congressional district of California. Then in 2003, he was elected to serve the 29th congressional district. Adam Schiff has served California's District 28 since 2013. Adam Schiff became elected on the Permanent Select Committee of the House on January 9, 2019. It oversees the federal government's intelligence bureaus, such as the Central Intelligence Agency and the National Security Agency. Adam Schiff was a member of the House of Appropriations Committee since 2007, but currently, he is on a leave of absence. Adam Schiff co-founded the Democratic Study Group on National Security and the Congressional Caucus for Freedom of the Press. Since 2001, Adam Schiff has introduced 200 bills in the House of Representatives. As of 2019, he has introduced 22 bills that have yet to progress in the amendment process. Adam
Schiff introduced a series of bills that involve foreign policy and the current COVID-19 outbreak in the United States. Adam Schiff introduced the Jamal Khashoggi Press Freedom Accountability Act of 2020 on October 20, 2020. The House Foreign Affairs and House Judiciary Committee are responsible for handling this bill. It has 16 cosponsors, including California representatives Mark Takano, Ro Khanna, and Barbara Lee. H.R. 8631 lists the rights to protect international journalists from the press. It concerns the data from the Committee to Protect Journalists in 2019. The bill reveals that there are 248 journalists imprisoned internationally. The suspects have not been tried or charged in approximately 96 percent of the 337 cases of murdered journalists. Khashoggi was a Saudi Arabian author for the Washington Post who criticized the Saudi government, specifically Prince Mohammed. On October 2, 2018, Jamal Khashoggi had an altercation at the Saudi Consulate that led to his death. Though it remained a mystery until two weeks later, the press discovered that the Saudi government assassinated him. Adam Schiff's bill proposes to protect the human rights of journalists and allow freedom of speech without persecution. He also supports foreign assistance to hold the people responsible for violating the rights of speech from journalists. Adam Schiff introduced the Equal Health Care for All Act on September 29, 2020. The committees responsible for this bill are Energy and Commerce and Ways and Means. It has nine cosponsors, including Karen Bass, the representative of California's 37th congressional district. H.R. 8436 lists the provision to prohibit decimation in health care. The bill refers back to the Equal Rights Movement of the 1960s led by Martin Luther King, Jr, who advocated for desegregation and equal opportunity. Adam Schiff explains the inequality in healthcare services
in California due to the coronavirus outbreak. He seeks to help improve the quality of healthcare for minorities by training staff on cultural sensitivity and hiring a diverse workforce. On June 20, 2019, Adam Schiff introduced the Prohibiting Foreign Election Assistance Act of 2019. It was referred to the Committee on House Administration. There are no cosponsors on this bill. H.R. 3395 lists the regulations to prevent corruption in the federal election. Adam Schiff mentions the Federal Election Campaign Act of 1971, a federal law regulating the fundraising and spending of political campaigns. This bill has six cosponsors. H.R. 8583 provides grants to help assist children with disabilities in primary education. Adam Schiff explains that every child is guaranteed a free education under the Rehabilitation Act of 1973. He reveals that there are more than seven million children with disabilities in the United States, and they are receiving support under the Disabilities Education Act. The pandemic directly impacts children with disabilities because they cannot receive in- person educational assistance. Adam Schiff advocates for a higher budget to provide online services for children that need extra support. He recommended an $11,000,000,000 grant to states that would supplement programs, personnel development, and technology. In order to allow affordable housing, the property must be under a qualified housing operator. It lists that it can be owned by the state government., organization, or community housing development. Unfortunately, this bill has not made any progress in the amendment process. Adam Schiff is in his 10 th term in Congress, and his current term ends on January 3, 2021. He has twelve bills that were enacted and signed by the President since 2001. Most of his recent bills are one page long and have few cosponsors.
