Medical care practitioners
They are the main actors as they offer medical attention to the African-
American people affected by Covid-19. Pay more attention to the African-Americans by working in the new setups within Georgia.
The medical workers are deemed to fear contracting the infection, as studies show that most of the Georgia workers resisted the vaccine initially (Hsu, 2021). Equipping the new facilities and individual doctors with Personal Protective Equipment to reduce their fear of contracting the virus from
patients. Training programs on effective measures to avoid contracting and spreading
the virus as healthcare workers deal with

State government representatives
The state's office must keep close supervision of
the proceedings of the temporary facilities. They are also crucial in overseeing that funding is allocated accordingly and reported to the government. The programs expect state officials to maintain a constant flow of funds to ensure that the new temporary hospitals run throughout. Due to further inequality within Georgia, risks associated with government officials are fraud and malice in allocating funds among the centers. Ensuring transparency between the government officials and the officials of the medical centers to avoid unequal distribution
of the allocated resources (Tbilisi, 2021). Qualified medical practitioners supervisors
Medical supervisors must ensure that the centers are running accordingly and that The program requires the supervisors to uphold the integrity and

proper supervision is attained to avoid neglect of cases needing attention.
The Georgian community
The Georgia community is essential to this program because it is expected to support the infected and admit the minorities in the centers with no fear or practice of prejudice. The program needs the stakeholders to adhere to all the regulations given by the government and WHO to prevent the further spread of the disease within the Attitudes and risks involved with these stakeholders are the fear of contracting the disease when dealing with their infected families.

discriminated regions. reduce contracting (WHO, 2021). The welfare groups
The welfare groups are essential in this program because they aid in funding sectors the government fails to. They are expected to support the locals of Georgia with medical financial support and relief due to the aftermath of covid-19.
The risk factor associated with welfare groups is the fear of paying attention to the minority areas, leaving a highly infected majority who needs care.
The welfare should consider the severity of the infection in various places and activities in the most affected locations within Georgia.
