Strengths
This forum post precisely outlines the Health Information Security and Privacy
Collaboration (HISPC) while incorporating details about the author's state and whether said state
participated in the program. “Over the course of nearly three years, groups in 42 states and US
territories worked to identify and solve the privacy and security barriers to intrastate and
interstate health information exchange” (Dimick, 2009, p. 20). While South Carolina did not
participate in HISPC it does have a health information exchange called SCHIEx, which supplies
a decade-long account of health utilizing submitted Medicaid claims, prescription records,
immunization documentation, and information from regional and local electronic medical record
providers. (SCHIEx, 2023). The Department of Administration oversees statewide initiatives,
regulations, and guidelines related to information systems, cybersecurity, personal data, training,
privacy safeguards, and compliance matters (South Carolina Department of Administration,
2023).
In contrast to South Carolina, Virginia was one of the states that participated in HISPC.
Virginia also has a health information exchange called CommonwealthRX and the mission is to
"address the pressing goal of facilitating state initiatives to foster successful electronic
prescribing adoption among all participants in the healthcare sector in Virginia" (Department of
Medical Assistance Services, 2009). “The Virginia HISPC is a state and federally sponsored,
multi-year, public-private organization whose primary mission is to develop tools, services and
support to resolve privacy and security interoperability issues between health information
organizations in the Commonwealth” (Department of Medical Assistance Services, 2009).
Regardless of a state's involvement in HISPC, it doesn't imply a lesser commitment to health
information security and privacy. South Carolina serves as a notable instance, not directly
engaged in HISPC, yet actively enacting meaningful regulations for health information security
and privacy. Dimick (2009) demonstrated why it is imperative for HISPC to be successful with
the following quote:
“People die because [providers] don’t have information—it is just a fact,” she says.
“People die, so I would like to see that stopped. I want [providers] to have the records
they need and not have to worry about breaking the law or making sure the patient is
happy with their decision to get those records” (p. 25).
Weaknesses
