1 Career Guidance Program Proposal for Under-educated Communities in Iberia Parish Cassandra D. Brown Department of Counseling and Behavioral Sciences, University of Holy Cross COU 605 Career and Lifestyle Development Dr. Ryan White June 30, 2023
1 Career Guidance Program Proposal for Under-educated Communities in Iberia Parish Description of the Population According to the U.S Census, as of July 1, 2022, Iberia Parish has a population of 68,327 people. Of the amount of people to reside in the parish, 61.6 percent are white, 32.9 percent are black/ African American, 2 percent are Asian, and 58 percent are white, non-Hispanic or Latino (Census.gov.) Although the graduation rate in Iberia Parish has increased, minority enrollment in high school is at 60 percent, with 41.8 percent being disadvantaged economically(www.usnews.com.) Additionally, let us consider educational attainment being 84.7 percent high school graduates, and 11.1 percent only obtaining bachelor's degrees or higher. These findings do not mean potential students do not have available resources, but they lack the knowledge of availability, where to go to receive services and the guidance to navigate paperwork and other information needed to begin. Goals/Objectives of the Program To increase percentage of non-traditional HiSet/GED graduates in Iberia Parish by passing the HiSet. Objective (1) Focus study groups. Students need to know there is additional support outside of a classroom. In all adult classrooms, adult ages range from 18 years old and
1 up. Most nontraditional students being out of school for a significant amount of time struggle with confidence in completing the program. Focused study groups, centered in a secure, judgement free environment, as well as partnering with peers will increase accountability and retention in the program (2) One hour per week of direct one on one study sessions and reduce the class sizes to ten students. Students need to feel seen. Direct one on one study sessions allow instructor's and students to not only build a relationship, but also provide the attention needed to areas of focus and collaborate with study plans towards student focused goals. (3) A technological component will be used, such as digital literacy, and/or Essential Education. Students will attend digital literacy sessions once a week. Technology is a vital component in our everyday lives, as well as a key factor when obtaining entry level to professional employment. Students will also work on their goals by using an educational platform such as Essential Education. Keeping in mind potential barriers, such as access to a computer, students will be assigned modules that work in conjunction with independent study. The program is assessment based, advancing students to the next level once mastery is reached. Assessments Students' measurable skills gains will be monitored after 60 days (about 2 months) of classroom instruction using Tabe products. Skill reviews will be given after every module to check for understanding, and to create study models. Once students have reached mastery of skills assessments, they will be given official practice tests to determine their readiness for the HiSet. Program assessment will be monitored in the form of the percentage of graduates, as well as the percentage of students enrolled in college or training programs.
