Criminal Investigation Chain-of-Custody Exercise In the aftermath of a robbery of Hometown Bank by four members of a Canadian- American organized crime group called the “Tunnel Toll Riders,” officers of the East Arbor Police Department (EAPD), led by Sergeant Marsha Johnston, are conducting a crime scene investigation inside the bank. Interviews of tellers Mani Hernandez and Brad Fritz, bank manager Tyler Cantor, and customers Bette Draper and Lois Davis are being conducted by Detective Ameera Soufan and Officer Fred Rutherford. You and fellow officer Ron Kettleton are assigned to locate, collect and package physical evidence. Sgt. Johnston has designated Officer Kettleton as the Evidence Coordinator . Initial feedback from the bank manager and other witnesses has indicated that three white males in their 20s, dressed in winter clothes and face masks while wielding semi- automatic pistols, walked into the bank at 10:20 a.m. and announced a hold-up. A fourth member of the group, a white male in his 20s who was wearing a business suit and no mask, came into the foyer area of the bank. He locked the door behind him and flipped a window sign that stated the bank was “Temporarily Closed for Quiet-Quitting Training.” According to the bank manager, one of the masked robbers then demanded that that all customers drop to the floor and put their noses in the carpet, and he ordered the bank manager and tellers to stand behind the counter. The bossy robber underscored his words by blasting off three shots into the drop-ceiling tiles from his pistol. Unfortunately for said shooter, the fleshy of the web part of his left hand between his thumb and index finger got caught in the ejection port of the pistol and caused his hand to suffer a most grievous wound and prodigious loss of blood on the carpet near the customer area of the counter. After he shrieked and wiped away his tears, the shooter ordered his brother “Riders” to take the money and run, and they all ran. Your Chain of Custody Assignment: As you have read on pp. 44-45 of the textbook and heard in Mr. Hazen’s Mod 3 lecture, chain of custody is a process that simply involves documentation of the handling of an item of evidence, without a gap , from the time of first collecting the item of evidence, to its handling by all others who had possession/control of the evidence item including the evidence coordinator, lab personnel, and so on, all the way to trial. You are assigned by Sgt, Johnston to search only near the customer area of the counter . From 10 feet away, you notice bullet casings, a large dark and glistening splotch on the tan carpet continued by a half-foot in diameter pool of crimson liquid. To complete this assignment, please advise in no more than 6 sentences: Which evidence you will collect in your assigned search area, and how you will collect such evidence and package it. What steps you will take to maintain complete chain of custody. The evidence I will be collecting will include the bullet casings, a sample of the
crimson liquid and I will be checking the desk/counter for any evidence that could’ve been left behind. The scene will be taped off and any type of prints or disturbances to the location will be noted and photographed, keeping in mind to check for shoe prints. Bullet casings will be packed in a airtight bag, labeled and photographed, and the blood will be collected, labeled and photographed. As soon as the evidence is collected, it will be documented, photographed, and sent to its proper location immediately. Everyone invloved will know the status of the evidence and its location to ensure proper handling.
