Rights
The parents and guardians have the right
to accept or decline ELL services for their child. They also have the right to ask for updates on their child’s progress and to ensure their students’ needs are being met. If the parents don’t believe their child isn’t getting their needs met, they are allowed to advocate for them and the school must provide a plan on how to ensure the student is getting the best education and services needed to help them become successful students (ADE, 2017). ELL Program Eligibility
First, for a student to be eligible for the ELL program the state of Arizona requires all students to have a home language survey. This helps determine if the child speaks any other language at home other than English. Once the students are identified then they are tested using Arizona’s English language proficiency assessment. This assessment helps determine the student’s placement in five proficiency levels. This assessment
is given every year to help track the student’s proficiency rate to make sure the students are receiving the right services (ADE, 2017).

ELL population in Arizona
Throughout Arizona, 83,500 of the students are considered English Language Learners (ELL). ELL students make up 7% of the students in Arizona and many ELL students are in the K-5 school settings (ADE, 2017).
Factors Influencing
English Language
There are many different special populations of ELLs and it is important to
make an ELL student feel comfortable in the learning setting and feel a sense of welcoming and understanding of the culture and background. Also supporting their home language and encouraging interactions social with peers. Additional Services
Even though a student is identified as ELL they may also qualify for other services. These services include:
Special education:
This is when a student might need extra help in others such as speech, occupational therapy, physical therapy, physiatrists/social-
emotional therapy, or services from a special educational teacher.
Gifted and Talented (GT): This is when a student is above grade level in at least one of the school subjects. A teacher or a parent of an ELL student needs to ensure that the student is getting
the academic needs met. So many ELL students are misdiagnosed because of the assumptions of the language barrier so it is important to help this by providing and helping administrate the proper assessment for the student (Yaafouri,2019).
