Becoming a licensed counselor has a lot of requirements depending on which state you
want to be licensed. I am from the state of Texas, so the requirements are bit different than other
states, each have their own unique requirements. In the state of Texas, the requirements are
supervised hours to make sure you do get that experience to be able to take on clients on your
own and to see if you are ready to be on your own. There are a couple of other things that need to
be done as well, you would need to complete an application to apply to receive your license.
While submitting this application there is a requirement to submit your transcripts to prove you
have received the education required in order to move forward in receiving your license. As well
as providing fingerprints, a report from the National Practitioner Data Bank and test scores from
the National Counselor Exam. Along with those transcripts and the material I mentioned, you
will need to submit a “Practicum Documentation Form, Jurisprudence Examination Completion
Certificate, and Supervisory Agreement Form” (University of Phoenix, n.d). Once everything has
been submitted you will be known as a Licensed Professional Counselor- Associate, which is the
first step in being licensed. The second step would be to become a Licensed Professional
Counselor, the only difference with this step is you will need to have more supervisory hours in
order to move to this next step and take the Jurisprudence Examination Completion Certificate
once again and simply the Supervised Experience form showing that you have been supervised
for the amount of hours needed and ready to move onto the next level of being licensed. With
this type of licensing there are rules that need to be followed, starting with the most obvious of
not having any type of criminal record and being current on child support as well. Drug use is
not permitted and drinking alcohol is allowed just not on the job. Keeping a clean record is a
great way to get and maintain your license. Following the regulations and policies is a big
requirement for the state of Texas.

There are many services a counselor can offer in the state of Texas, of course all needing
to be legal, according to the Texas Behavioral Health Executive Council Statues and Rules Sub
Chapter B section 681.31 Counseling Methods and Practices (pg.84), these are some of the
following legal procedures and processes that a counselor can perform in a clinical practice:
individual counseling, which uses interpersonal, cognitive, cognitive-behavioral,
behavioral, psychodynamic, and affective methods and strategies to achieve
mental, emotional, physical, social, moral, educational, career, and spiritual
development and adjustment through the life span;
group counseling, which uses interpersonal, cognitive, cognitive-behavioral,
behavioral, psychodynamic, and affective methods and strategies to achieve
mental, emotional, physical, social, moral, educational, spiritual, and career
development and adjustment through the life span;
marriage/couples counseling, which uses interpersonal, cognitive, cognitive-
behavioral, behavioral, psychodynamic, affective and family systems methods and
strategies to achieve resolution of problems associated with cohabitation and
interdependence of adults living as couples;
family counseling, which uses interpersonal, cognitive, cognitive-behavioral,
behavioral, psychodynamic, affective and family systems methods and strategies
with families to achieve mental, emotional, physical, moral, social, educational,
spiritual, and career development and adjustment through the life span;
addictions counseling, which uses interpersonal, cognitive, cognitive-behavioral,
behavioral, psychodynamic, affective methods and strategies, and 12-step

methods to achieve abstinence from the addictive substances and behaviors by the
client;
Being a professional licensed counselor has some standards that do need to be always
met. A couple of things we are not allowed to do as a counselor according to the Texas
Behavioral Health Executive Council Statues and Rules, “A licensee must not engage in
activities for the licensee's personal gain at the expense of a client. The licensee must not provide
counseling services to previous or current: (A) family members; (B) personal friends; (C)
educational associates; or (D) business associates. The licensee must not enter into a non-
professional relationship with a client's family member or any person having a personal or
professional relationship with a client if the licensee knows or reasonably should have known
such a relationship could be detrimental to the client. The licensee must not knowingly offer or
provide counseling to an individual concurrently receiving counseling treatment intervention
from another mental health services provider except with that provider's knowledge” (pg. 89).
There are a couple of limitations in this line of work. I do agree with a good majority of these
rules it does protect us and the relationships we will have built with future clients. There was one
rule that stuck to me regarding not overtreating a client. It does make sense when you do read it
but, if someone is in desperate need of your help, I am not too sure how we can help them by not
over treating them.
