Evaluation of the FBI’s Budget and Cumulative Report 2 Analysis of Budgeting Plans and Actual Expenditures Intergovernmental organizations refer to an entity created by a treaty, involving two or more nations, to work together in good faith, on issues of interest (6). Essentially an IGO needs the treaty to exist in a legal sense. There are thousands of intergovernmental agencies. IGOs also publish documents for individuals researching international law. IGOs create legal acts which bind the IGO and its member states under international law (6). “Intergovernmental agencies are created by states through multilateral treaties that act like constitutions in that states parties are consenting to be bound by the treaty that set up the agencies, functions, and purposes of the organization” (6). Besides, there are no intergovernmental agencies that contribute to or influence the budgetary decisions for the current and future budgets over the next five years for the FBI. The FBI does however work with intergovernmental agencies. These partnerships directly support the FBI’s investigations and operations (5) “The FBI has 63 legal attaché offices, and more than two dozen smaller sub-offices in key cities around the globe, providing coverage for more than 180 countries, territories, and islands” (8). In addition, Interpol is one of many intergovernmental agencies that the FBI does work with closely. The FBI and other agencies share information in accordance with executive orders, laws, treaties, attorney general guidelines, FBI policies, and interagency agreements (8). While the FBI does work with IGOs, they do not impact their budget. Implications of Foreign or Domestic Policy
Evaluation of the FBI’s Budget and Cumulative Report 3 Congress must pass full-year appropriations that adequately support the nation’s priorities and needs (2). The FBI like all federal agencies submit its yearly budget request. If the nation’s priorities and needs do not align with the budget request, it is possible it could negatively impact the FBI and they make not get the amount of funding they are requesting. Domestic policies do impact federal agencies, the FBI included. With full-year appropriations, the FBI and other federal agencies have more certainty when they choose how and when to allocate their resources (2). Moreover, when the local police force’s budgets are cut, they could rely more on the FBI’s resources in their joint investigations. State and local law enforcement work with the FBI on cases and put their resources together to solve cases. If the state and local agencies have their budgets increased or decreased due to domestic policies, it can have an impact on the FBI. If the FBI has more resources that are needed for the case or investigation, then it is up to them to provide those resources to help the investigation. If domestic policies of defunding the police or extreme budget cuts for police departments for example were to go into effect, it would impact the FBI. State and local police departments need proper staff, funds, and resources to effectively investigate and solve crimes. For example, violent crimes and cybercrimes may require more skilled workers and resources local police may not have. So, they may require the help of the FBI. Local and state policies do impact the FBI. Budget Request and Recommendations The first strategy the FBI could use to improve the budget for the next fiscal year is to increase the budget for key threats and challenges. The FBI provides critical support to fighting terrorism. Terrorism is a key threat and challenge to the FBI. Having modern technology and the

Evaluation of the FBI’s Budget and Cumulative Report 4 best equipment for the FBI’s cybersecurity is extremely important for our national security. The FBI needs to increase its budget to enhance cyber investigative capabilities and cybersecurity posture and protection of internal networks (3). In the world that we live in today, terrorists use the internet and technology to attack us and other countries. “Terrorists, foreign intelligence services, and criminals take advantage of modern technology, including the Internet and social media, to facilitate illegal activities, recruit followers, encourage terrorist attacks and other illicit actions, and disperse information on building improvised explosive devices and other means to attack the U.S” (3). Improving the budget for key threats and challenges will help to improve the FBI’s ability to combat these threats. Likewise, the second strategy that the FBI can use to improve the budget for the next fiscal year is to increase the budget request to help combat the threats posed by foreign, and potentially hostile, intelligence services and other foreign government actors (4). Currently, the FBI is the lead federal agency responsible for investigating foreign malign influence threats. They need to increase the number of positions, including special agents, intelligence analysts, and a professional staff dedicated to their Foreign Influence Task Force. The FIFT was established to identify and counteract foreign malign influence operations targeting the United States (4). The FITF is led by the Counterintelligence Division and is comprised of agents, analysts, and professional staff from the Counterintelligence, Cyber, Counterterrorism, and Criminal Investigative Divisions (4). Looking at how Russia was able to interfere with our election and the possibility of FBI agents working with Russia is a serious problem for us. One that requires the FBI to increase its budget so that it can successfully tackle this problem. The FBI must look at other countries as

The work that the FBI does is very complex and diverse. There are a lot of moving parts and people involved. The challenges and threats the FBI faces and fights daily for our country are invaluable.
