What is CC?
A certificate that allows you to commence works on site Note: council approves the development BUT you are not allowed to commence construction before obtaining CC
What are the main steps for obtaining CC?
After obtaining Development consent and DA stamped plans:
Appointed principle certifying authority (PCA)
PCA to issue CC checklist
If all items in checklist are satisfied, PCA issues CC and CC stamped plans
PCA issues a list of critical inspections to be carried out during constructions Note: plans submitted for CC are more details than plans submitted for DA
Who can be Principal certifying Authority (PCA)
Council or private accredited certifier What is the most importance of critical inspection list issued by PCA Ensures that construction is in accordance with CC approved plans

Clearance certificate:
Issued by demolition contractor
Proves that the site has been cleared (mainly clean from asbestos) and can be safely accessed for construction
