Casa de Paz Development Project
1.
Given the information provided in Chapter 2 on how this project was
selected, create scope overview and business case sections for a charter.
Scope Overview
Casa de Paz is an organization that will provide support services to Latino women and
their children who have been victims of abuse. The organization’s goal is to provide a safe
place for the victims while they go through their recovery. The victims will be provided with
six months of housing and professional services to help with their healing process. However,
these services are not strictly limited to residents. These services will be provided by a
network of professionals and volunteers (which includes graduate students who will also live
in the building). To complete their goal the organization needs to secure funding, choose a
building to locate the shelter and to find volunteers to serve on their board and working
groups.
Business case
This project will help hundreds of Latinas and their children transition outside of the
cycle and recover from the traumatic effects of domestic abuse. This will be a non-profit
organization; therefore, they will be using volunteers to serve on their board and fill other
staff positions. Although they will still require significant funding to cover the rest of their
needs such as sheltering, educational and therapy services. In order to do this, the
organization needs to evaluate the project’s economic feasibility to calculate the how much
money will be required to complete this project and the possible return of investment. It is
crucial to come up with a financial strategy to present the project and convince future
investors to fund the project.

If you were the project manager, what expertise would you like from the
sponsor, stakeholders, or core team members to create a milestone
schedule with acceptance criteria?

The project sponsor will
basically be acting as the
owner of the project, and
probably will be
responsible for hiring the
project manager. Some of
the information the
sponsor may provide will
be the vision and the goals
of the project; when the
project will start and when
does it have to be
completed. And the
project’s budget. It will be

3.
Brainstorm pertinent risks. Assess them to determine which you believe are
major risks, and develop at least one response for each major risk.
Project Risk
Response Plan
Not securing funding
Prepare a Project charter; conduct a feasibility
analysis and promoting the project’s potential
benefits to convince investors
Not acquiring permits for
building and operation
Understand local process and related time frame
to apply and obtain permits on time
Not meeting Regulatory
requirements
Understand applicable regulatory requirements,
create compliance policies and conduct
compliance audits
Community opposition
Establish community engagement efforts,
promote the project’s potential benefits and
outcomes. Include the community in events
Mismanagement of funds
Establish organizational financial controls and
monitor them through regular reporting
Data Breach/Cyber security
Establish a cyber security plan, implement
training and invest in cybersecurity insurance
Not enough volunteers
Recruit enough volunteers to cover different shifts
or unavailable ones
Victims quitting/ returning to
abusers
Establish a well-rounded support program that
includes housing, feeding, therapy services,
educational vocational services and assign
sponsors to help keep victims engaged in their
recovery
Failing to keep victims safe
Create a safety plan; Establish rules at the shelter
to ensure the victims safety, prohibit visits, limit
access to technology, train staff
4.
Who are the key stakeholders for this project and what is the interest of
each? Which stakeholders have the most power?
The key stake holders in this program will be:
Project Sponsors: they are the project owners
Project Manager: responsible of executing the project
Government Officers/ Regulators: they make sure the project meets authorities
required standards
Volunteers: they are responsible for the operation of the recovery shelter and
supporting the project’s objectives
Victims: they are the ultimate beneficiaries of the program
In this case the projects sponsors, the project manager and government officers are the
stakeholders with the most power.
