What geohazard preparedness and/or mitigation policies have been or are currently in effect for your location for the location
you have chosen to investigate for your final project? How successful have the preparation or post-preparation policies been?
In order to assess the effectiveness, you will need to understand the history of a particular geohazard and how responders have handled the geohazard.
There are several policies put in place for thunderstorm and tornado preparedness and mitigation here in Nebraska. Beginning with state government, the state of Nebraska requires representatives in each district to manage and implement local response teams in their respective area. These representatives of local districts alongside their teams are responsible for the education of mitigation techniques and strategies in the community. They also assist in the implementation and instruction of general public disaster preparedness and response planning including response and recovery training exercises. The agency is located in an Emergency Operating Center (EOC) with the responsibility of preparing and maintain the EOC for use at any time, developing and maintaining city/county warning and mass notification systems in addition to training storm spotters and coordinating severe weather watch operations throughout. In addition to these tasks mentioned above, each service area must provide any changes to the directory, consistent review of the service area plan with staff, coordinate with local Emergency Management and notify central office of needs for the service area (equipment, personnel, supplies, etc.) In the event that an emergency occurs, an alternative communication method must
be implemented in the event that telephone services are interrupted as they are required for prompt and scheduled conference meetings to update surrounding EOC agencies. Each region is also required to have additional contacts/agencies in their surrounding area and in neighboring states on standby should they need further assistance. (LLCEMA, n.d. & NDHHS, n.d.)
Overall, it is a multi-tiered system with several underlying agencies that work in coordination with one another with each having specific responsibilities on their respective level of the chain. Although tornado and sever weather warning conferences began in 1953, with implementation of
televised warnings in 1960, the most significant improvement was the NOAA weather radio launched after the 1974 Super Outbreak of tornadoes. Since 1970, outdoor warning sirens, originally designed for use in enemy attack, were made available. Results from 1970 to 2014 suggest that NOAA Weather Radio (NWR) coverage to counties previously untreated experience
roughly 40 percent reductions in injuries and as much as a 50 percent reduction in fatalities as a result of severe weather. Significant improvements have been implemented with warning systems over the year. Specifically, as of October 2007, storm-based warnings for tornadoes were introduced which have been associated with the expectation of a 70 to 75 percent reduction
in areas falsely warned, essentially reducing the time spent under warnings by over 160 million hours annually and reducing costs by 1.9 billion. (Reed, et. al., 2018)
