P ROJECT AUDIT R EPORT a) List one issue you discover in the audit report Issue Disposal of Contaminated soil The problem identified in the Westgate Tunnel project for Transportation is the disposal of contaminated soil. A considerable volume of soil was being removed from the construction area because there were no suitable preparations to dispose of the material in specific places. The project developers need help to handle additional tasks such as road construction and many other processes. Due to this, project delivery is delayed, and revenue after project completion also exceeds expectations. Additionally, the transportation plan agreements must be agreed upon to bury the soil anywhere. When removing soil from a construction site, the environment is another problem that causes delays. b) Provide a brief overview of the situation. Describe how the issue affects meeting the project objectives Your Name 2 | P a g e The above-discussed problems make it more difficult for the West Gate Tunnel project to achieve its goals. This project aims to build a 3 km tunnel to connect two distinct roadways to allow large vehicles to use the new highway to traverse between cities while also reducing traffic. The road's construction will cost $6.7 billion, and the project's completion date is 2022. The government and the project team must deal with many challenges when the project is being built. The project's goal is impacted by consequences while dealing with money and time. In the meantime, the main problem reduces the stated objectives, which impacts the overall project structure. Due to the project's location in the city center, a significant amount of PFAS chemical oil is deposited nearby. Because it takes time to transport soil outside of cities, it is necessary to secure landfill approval before disposing of it. The delay occurred because the land contractor raised the cost by a specific percentage while waiting for approval. About 11,000 tonnes of soil must be disposed of daily from evacuations, which take longer than anticipated. Due to the current landfill usage, authorization of new landfills is being held up because disposal must be done outside of cities. Due to project delays and labor shortages, there is high traffic. All road tolls remain suspended until the project is finished to minimize traffic and accelerate completion. The Victorian State government loses its revenue from tolls when all of the tolls are closed. Road tolls bring in a million dollars, but the project is prolonged by another year (Jacks, 2020). The laborers must spend more time on the project because of the delay, leading to significant investments in labor costs, which raises the project's overall budget. The project's delay is mostly caused by improper planning, communication activities, the coronavirus pandemic, and a labor shortage.
P ROJECT AUDIT R EPORT c) Explain the reason(s) for the issue Reason1 The project's main problem is evacuating soil from the building project. The workers encounter difficulty while evacuating the harder-to-remove rocks and cables. Near the tunneling work, evacuated soil that is difficult to dispose of in other landfills is stockpiled (Terzon, 2020). The project's transition to contracted landfills is being delayed as a result of the certification for the soil. Some equipment helped to remove the soil, but it was only successful on limited occasions. High transportation trucks are necessary to extract and dispose of hazardous soil from the worksite. Reason 2 During the removal, it was discovered that the soil was tainted with carcinogenic chemicals that are known to cause birth defects in infants, and other serious illnesses. As a result, there is no external landfill where more than 11,000 tonnes of soil are dug up every day. The Environment Protection Authority has suffered severe embarrassment as a result of the incomplete contract approval and cost estimates for soil storage (Terzon, 2020). In case the project budget exceeds its allotted budget, additional funding is necessary to store. The tunneling process is delayed since there are no landfills. Reason 3 Other significant delays in the project are the coronavirus crisis, soil disposal, and labor shortages. However, this justifies extending the planned project, which was supposed to be finished in 2022, until 2023 (Jacks, 2021). The causes will also impact the contractor and other workers, but it takes longer than anticipated. Due to the delay, some salary costs have gone up so that additional employees can be used where there is a cost overrun. The builders rent the materials instead of purchasing them as planned, which causes the budget to grow for a quicker finish (ClayLucas, 2020). According to the project plan created by owners, project heads, and contractors, the project's scope and cost have expanded significantly. d) Provide recommendation(s) for the issue Recommendation 1 The initial strategy is independent of the consent to dispose of such soil outside the city. Therefore, the soil can be readily disposed of in the additional landfills with pre-planned approval. By following this advice, the project delay is avoided. The site contractor must be able to handle problems while also using safer dirt disposal methods (Millar, 2020). Furthermore, permission must be granted for many vehicles to enter landfills. The land contractor must be paid the landfill's initial cost to prevent any penalties afterward. Recommendation 2 The use of additional transportation from the building site to evacuate contaminated soil would be helpful. Additionally, more resources are needed to finish the disposal process more quickly. The suggested approach can help to remove all of the soil from the opening phase of construction [CITATION Tim21 l 2057]. Since there is a lot of soil stockpiled close to the construction site, transportation makes it easier to finish the project on time. To prevent project delays and carry out the remaining phases per the project schedule. Recommendation 3 The project's work still needs to be finished due to environmental and physical problems. This problem causes the project's completion to be delayed. The project head increases the labor force to complete each activity by the allocated time to meet the project's goals. With more resources, the construction process may advance faster and without problems.
