The purpose of this manual is to analyze the different aspects of Kanaka Air and how it's going
to be organized. It’s the who what when where why.
Kanaka Air is a part 121 company, meaning
we operate scheduled air operations flying passengers. This company will be based in the
Hawaiian Islands primarily in Maui. The idea is to provide a plane service for an affordable
price, by providing affordable airplanes.
This business will have an Owner/CEO, a COO or vice president, a director of operations/safety,
and a director of maintenance. Under maintenance there will be a chief inspector, along with
several mechanics. For the director of operations, there will be a chief pilot under them, then the
pilots. The Hawaiian Islands are known for their beauty, and loving people. For some, it is too
expensive to be able to see all of the islands in one trip due to expensive airline costs. An air
carrier like kanaka air would be perfect for those who want to travel to other islands without the
hassle of going through the airport terminals and paying for a big airline ticket just to be there for
a day or two then flying again. It is the responsibility of the CEO to ensure everyone is doing
their job correctly, and efficiently. The COO is responsible for the business finances, to answer
to the CEO, and to help ensure everyone is doing their job. The director of safety is responsible
for ensuring all our operations comply with the regulations, as well as reviewing safety reports,
and coming up with policies for the company to maintain a safe environment. The director of
maintenance is responsible for the maintenance of the aircraft. They oversee the chief inspector
and the mechanics.
The operation I chose was instrument approaches. In order to comply with C052, our aircraft will
be equipped with a full GPS, and WAAS receiver, ILS,DME, RNAV, NDB, and LOC
equipment. Our airplanes will be equipped with the G1000 to aid the pilots to navigate and better
fly approaches.
C056 talks about having nonstandard minimums. In this airline, we will always use takeoff
minimums listed in the charts. Flying in the islands is very dangerous because of the tall
mountains all around. Kanaka air does not want to take any more risks than we have to.
C068 is noise abatement departure profiles. In AC91-53 it talks about thrust settings, and
airplane configurations to minimize noise. These profiles state that flap retraction and extension
must be initiated prior to thrust cutback at an altitude no less than 800 feet.
C070 is authorized airports for scheduled operations. In every operation we do, we will have an
alternate airport at least 30 minutes from the original landing point that has a runway of at least
3000 feet. For every operation there will be an opspec that states the criteria the airport has to
follow in order to be used for landing or an alternate.

Finally, C078, lower than standard take-off minimums. In order to depart with minimums lower
than standard, RVR must be more than 1000 ft with RCL. Takeoff using only visual references
must have RVR of more than 500.
Semester Project 2
Part 121 subpart M talks about airman and crewmember requirements for all certificate holders.
It also discusses the required crew members based on the aircraft size and operation. For my
airline, I am using a smaller airplane for shorter flights. 121.391 requires one flight attendant if
the payload exceeds 7500 pounds and a seat capacity of more than 9 people. My seat
configuration will only be 6 people so there is no flight attendant requirement. However, I will
have one flight attendant to serve snacks and drinks.
Subpart N talks about training programs. 121.427 requires that crew members do recurrent
training ground and flight to ensure proper proficiency all year round. Every 12 months, each
crew member will go through recurrent training that will cover 121.415(a)(1), (3), (4), and
121.421(a), (b).
121 subpart O talks about crewmember qualifications. Within these qualifications, it talks about
each crew member required to receive the proper initial and recurrent training, and recency
requirements. Kanaka Air will ensure that each pilot will have completed at least three take off
and landings in the type that they are serving in. Each pilot will be ATP certified with a
minimum of 1000 flight hours. In addition, proficiency checks will be conducted to comply with
121.441.
Subpart V prescribes requirements for the preparation and maintenance of records for all
certificate holders. All maintenance performed on aircraft will be properly logged in company
files in accordance with part 121, as well as maintenance logbooks. In addition, there will be
record of every flight that contains the flight number, the route, the time, fuel, and souls on board
the aircraft in a proper manifest.
The aircraft to be used is the Pilatus PC-12 NGX. It will have a seat configuration of 6
passengers seated private jet style with seats back to back and facing each other. There will be
two pilots and one flight attendant. For every 8 hours worked within a 24 hour period, each crew
member will be entitled to at least a 12 hour rest.
