CJ 310 3-1 Discussion: Make Your Case "Post-9/11 legislation created by the U.S. government has enabled counterterrorism agencies to better detect, prevent, and disrupt terrorist activity" The post-9/11 legislation the United States government created has enabled counterterrorism agencies to detect better, prevent, and disrupt terrorist activity. Before September 11, 2001, the United States was not equipped to defend the homeland from attacks and terroristic activity. The creation of the Department of Homeland Security has directly aided the United States in removing threats, stopping terroristic activity, and resolving issues before they compromise the homeland. Since its creation, there have been terrorist attacks attempted and carried out, but countless attempts have been stopped or prevented. Some of the attacks on the homeland since 9/11 include: the April 15, 2013 - twin bomb blasts explode near the finish line of the Boston Marathon, killing three and wounding at least 264. One suspect, Tamerlan Tsarnaev, was killed in an encounter with police. His brother, suspect Dzhokhar Tsarnaev, was captured. He was sentenced to the death penalty on June 24, 2015. Another attack took place on December 2, 2015, where a married couple Syed Rizwan Farook and Tashfeen Malik opened fire on a holiday party at Inland Regional Center in San Bernardino, California, killing 14 people. Farook and Malik were killed in a shootout with police. Investigators believe the couple was self-radicalized. In addition, on June 12, 2016 - Omar Mateen, an American-born man who had pledged allegiance to ISIS, kills 49 people and wounds others in a shooting spree at a gay nightclub in Orlando, the second deadliest mass shooting in recent U.S. history and the nation's worst terror attack since 9/11. Police shot and killed Mateen inside the club (Infoplease, n.d.).
The U.S. Patriot Act, proper training, and disaster response specialized in defending the homeland and preventing terroristic activity. The Patriot Act gave law enforcement the tools needed to identify, control, and eliminate threats against the land (Martin, 2020). Unfortunately, I do not think stopping 100% of the attacks against Americans is possible. Still, I believe DHS has been highly influential in response to the growing terroristic activity and threats against the United States. I do think the capability of connecting the dots has improved when dealing with crises and attacks. For example, the National Counter Terrorism Center (NCTC) provides threat analysis based on intelligence information, manages the identities of terrorists within a database, coordinates information sharing, and conducts strategic and operational planning. By analyzing this information, connecting the dots allows the government to secure and prevent attacks. Initially, the government did not consider natural disasters or public reactions to specific restrictions. Concerning public opinion, travel bans, travel restrictions, and screening of luggage and persons in airports can seem like a violation of privacy/personal rights. Though these acts are for the country and its people's good, they may seem like a violation of our citizens’ rights. Along with public opinion, natural disasters like Hurricane Katrina require government assistance to protect our citizens. Though there have been bumps in the road since 9/11, the government is better prepared to respond and recover from natural disasters and terrorist activity (Homeland Security & Governmental Affairs Committee, (n.d.).
