DEVELOPING AN OPERATING BUDGET Abstract In this assignment we were assigned to calculate the Medi/Surg Department at St Anthony hospital to develop a operating budget. We were given the current year to date July through December actual calculations along with the fiscal year’s budget. Using these two columns I was able to determine how to sum up the estimated current year actual number along with next fiscal year budget. 2
DEVELOPING AN OPERATING BUDGET Introduction Budgeting is an important element of every business and human lives. The concept of this research is to show why budgets are crucial in companies planning. The end results will distinctions between capital and operating budgets and give some examples of the process. We will also outline the current revenue, expense and the upcoming fiscal year budget that was created for St. Anthony Medical Center Med /Surg department. Why Budgets Are Important Budget is important of any business and creating a budget set off a good end result to the planning process. By having a plan of action, the organization can make decisions on their budgets that will allow them to execute their goals as a company. Implementing a budget plan generally helps companies avoid avoidable costs and get out of debt (Holcomb & Smith, 2020). Establishing a healthy budget for this hospital guarantees that the hospital achieves worthwhile investment leave no room for mistake in near future. A healthcare or hospital budget is an estimation of revenue and expenses over a specified timeframe. Through the healthcare budgeting process, health systems come to an understanding of how much funding must be planned in certain areas, including operating costs and capital equipment. Appropriating planning for a deficit can allow the organization to continue to provide limited services without being forced to close due to preplanning a strategy. Difference Between Operating, Project, & Capital Budget Capital budgets indicate the sources of funding and the procurement of fixed assets, and they are paid out of future cash flows from the projects (World Health Organization, 2017). 3

DEVELOPING AN OPERATING BUDGET Among the different types of budgets there are operating budgets and capital budgets. According to the Corporate Finance Institute (2015), operating budgets are how organizations plan their operations in advance of a specified time frame in order to achieve a goal. Operating budgets, on the other hand, forecast the firm's purchasing, selling, and bill- paying activities (Holcomb & Smith, 2020). The operating budget for this hospital provides a comprehensive approximation of the health organization's earnings and expenses. On a yearly and quarterly basis, this is forecasted. Departmental purchasing supplies and staff pay, and earnings are two examples. It can be conducted on a yearly basis (Ward.2017). Provide Correct Revenue & Expenses After closely reviewing the budget for fiscal year 2016, service revenue for Inpatient was allotted a$50 million dollars budget. From July to December, which is only half of the fiscal year, the operating expenses total Patient Services Revenue was at $23,123,516, that is only accounting for half of the year July-Dec, so by doubling the amount that will give the Estimated Actuals for 2016, equaling $46,247,032. The Budget that was allowed for the Total Patient Service Revenue was listed at $50,000,000 the company did stay within their budgeting for that Operating revenue, but the unexpected variance cost did take them closer to the budget than an organization would like at $48,123,516. Estimate the Correct Revenue & Expenses The hospital will have to cut operating for expense by 5% for the next fiscal year due to a deficit in total patient revenue as well as other operating revenue being under budget. DEVELOPING AN OPERATING BUDGET with regulations of the CFO, the department had to lower its overall expenses. Unit supplies, employee wages and salaries, among other operating expenses, were also reduced to reach a total sum of $38,850,250 million dollars, which has a difference of $6,016,880 compared to the 2016 estimated. Balanced Budget for the Next Fiscal Year In reviewing next fiscal year in order to determine the new budget the amounts from the FY of July to December for the Total patient services $23,123,516 and determine what five percent of that is. Multiplying 0.05 by $23,123,516 will equal $1,156,175.80 rounding to the nearest tenth, $1,156,176. After determining what five percent is the financial team will add $1,156,175 to the half year expense of $23,123,516 for the estimated 2017 actuals of $48,559,384. Repeating this same calculation for each category in the operating expenses resulting in an more appropriate budget for the following year from the total operating expenses from $40,895,000 for 2016 to $44,867,130 for 2017. If a 5% increase does occur it will allow for a profit in revenue to become established, and could save St. Anthony from closur. . Conclusion Hospitals have a mission and it’s to give the best possible care to all its patient while containing a budget and uphold operational obligations. As a result, if the budget is not successful then loss if resources, revenue and job positions can occur. That’s why budgeting 5
