An organization that offers the general public a necessary service, such electricity, water, natural gas or telecommunications, is known as a public utility. The government gives specific rights to public utilities, like the ability to use public land and the ability to function as a monopoly. In exchange for these benefits the government regulates public utilities to make sure they offer services and pricing that are fair and reasonable. Public utility commissioners (PUCs), which are governmental organizations, regulate public utility businesses. PUCs are in charge of determining prices, making sure public utilities offer sufficient service and defending customers rights. PUCs can also look into and penalize public utilities that break the law.
