Experiential learning, training, and formal education are effective ways to expand one's knowledge and skillset. Education is never-ending in the military. It is essential to acquire and integrate knowledge and abilities to do research. Establishing research competencies is so crucial. Non-technical talents include the ability to lead, the readiness to teach, and the ability to communicate. Technical skills encompass subject-
specific information as well as general knowledge. Military personnel in Panama frequently train and apply these qualities in their jobs (
Kardynal, 2020). The NCOs in Panama are chosen to prepare the country's security forces and proficiency in the Spanish language. NCOs routinely go above and beyond the call of duty to aid the United States in achieving its objectives. Members of the Technical Assistance Field Team (TAFT) are regularly cross-trained with other team members, and they are periodically given activities outside the scope of their everyday responsibilities. All Panama’s noncommissioned officers have a wide-ranging of occupations that contribute
to the country's economic well-being. NCOCCC Program Management must ensure that
the organization's day-to-day operations run smoothly. Noncommissioned officers (NCOs) work together to manage Army programs that benefit troops and their families. The Army Force Management Model, Military Justice Procedures, and the Soldier for Life-Transition Assistance Program are some tools that may be used to supplement preparedness (
Brutus, 2019). NCOs provide administrative assistance to officers in charge of major Army initiatives by assisting them with duties. These programs benefit Soldiers and their families while also enhancing mission readiness for the military. Noncommissioned Officers (NCOs) support their superiors in overseeing Army projects that benefit the organization. The case study highlighted the significance of program and talent management strategies unequivocally. The NCOs were chosen based on their command of the Spanish language, maturity, and ability to communicate effectively
in the language. Their responsibilities were training the Panamanian security officers and subsequently assisting the United States in achieving its objectives in the country. The Technical Assistance Field Team (TAFT) in Panama is led by SFC Leobardo Nuno,
who exemplifies the qualities of such a noncommissioned officer. One of the essential duties he was part of was assisting Panamanian Soldiers in maintaining and developing
procedures for keeping their equipment working (Jones, 2016). Nuno fully understood the nature of fighting, geopolitical, cultural, and linguistic issues, and technological and tactical variables impacting his conflict. As a result, Panama's triumph was practically inevitable.
