The study of crime trends is crucial for understanding and addressing the dynamic nature
of criminal behavior within society. As societal structures evolve and new technologies emerge,
so too do the methods and motivations behind criminal activities. Analyzing crime trends
provides invaluable insights into the factors influencing criminal behavior, enabling law
enforcement agencies, policymakers, and communities to develop proactive strategies for crime
prevention and intervention. This exploration into crime trends serves as a cornerstone for
fostering safer communities and developing effective law enforcement approaches that adapt to
the ever-changing landscape of criminal activity.
In Tennessee, Shelby County consist of Arlington, Bartlett, Collierville, Germantown,
Lakeland, Memphis, and Millington. Compared to last year, overall crime rates in Shelby County
is up 17.4%, major violent crime rates are up 5.4%, and major property crimes are up 42.1%
(Memphis Shelby Crime Commission, 2023). Memphis, TN has one of the highest crime rates in
America. There is a one in 12 chance of being a victim of violent or property crime. Memphis is
one of the top 100 most dangerous cities in the U.S.A. When compared to cities and towns with
similar population, Memphis has one of the highest murder rates in the nation. A lot of the crimes
in Memphis is property crimes. Memphis has one of the highest rates of motor vehicle theft
(Schiller, 2023). As of July 1, 2022, the population of Shelby County, Tennessee is 916,371. The
population on April 1, 2020, which was 929,722. In April of 2010, the population was 927, 644.
Based on these numbers, the population has fluctuated over the past few years. The median
house fold income from 2017-2021 was $55,015. There was about 18% of the population in
poverty (US Census Bureau, 2022).
The Memphis Shelby Crime Commission was established in 1997 to improve the safety
in Memphis, and the Shelby County community. They do this by identifying and promoting
evidence-based practices. To make Memphis and Shelby County safer, the Memphis Shelby
Crime Commission has forged previously unheard-of alliances with companies, educational
institutions, hospitals, neighborhood associations, public safety organizations, and local groups
that combat violence. In 2005, a team of now former mayor’s, District Attorney General’s, US
Attorneys, Memphis Tomorrow developed “Memphis Fast Forward” to speed economic growth
in Memphis and Shelby County. The following year, to start fulfilling its mandate, the Crime
Commission managed the creation of a safe community plan that was based on industry best
practices. In 2012, The Crime Commission continued to carry put its mandate by creating the
second Safe Community plan. The Crime Commission created a third Safe Community Plan in
2017 that had a focal point of reducing crime. The Crime Commission's board of directors,
which is made up of fifty prominent figures from the public and commercial sectors, approved
the Safe Community Plan~3 after it was formulated with feedback from hundreds of citizens
